The meeting pointed out that in accordance with the Central Economic Work Conference and the "Government Work Report" deployment, the "six stable" work was actively carried out, and steady investment is an important aspect. Finding the right entry point, grasping major projects that can satisfy the expectations of the masses, help expand domestic demand and promote consumption, and will not lead to redundant construction, expand effective investment, and strive to achieve steady growth, adjust structure, and benefit the people. It worked.

 

The meeting held that the speeding up of the transformation of old urban communities and the strong desire of the masses is a major livelihood project and development project. According to preliminary investigations in various places, the old urban communities that need to be rebuilt in the country involve hundreds of millions of people, with a large amount of bread, different situations and heavy tasks. The meeting confirmed that it is necessary to pay close attention to clearly defining the standards and scope of the target, and carry out pilot exploration this year to accumulate experience for further comprehensive promotion. Second, we must strengthen government guidance, compact local responsibilities, strengthen overall coordination, give play to the role of the community, respect the wishes of the residents, and mobilize the masses to participate. Focus on the reconstruction of the construction of water and electricity roads and optical fiber and other supporting facilities, and conditions can be installed with elevators and parking facilities. Promote households' indoor transformation and drive consumption. Third, we must innovate investment and financing mechanisms. This year, central subsidies will be arranged for the renovation of old urban communities. Encourage financial institutions and localities to actively explore and increase financial support for the renovation of old communities in a sustainable way. Use market-based methods to attract social forces to participate. Fourth, on the basis of community renovation, we will guide the development of community pension, child care, medical care, food support, cleaning and other services. Promote the establishment of a long-term management mechanism for the community.
