This specification is based on the requirements of the Ministry of Housing and Urban-Rural Development, “Notice on Printing and Issuing the “2009 Project Construction Standards and Regulations Formulation and Revision Plan” (Jianbiao [2009] No. 88), and the Shenyang Fire Research Institute of the Ministry of Public Security, in conjunction with relevant units. This Code is managed by the Ministry of Housing and Urban-Rural Development and explains the compulsory provisions.
